Givi Topchishvili and his wife, Sofiya, bought Unit #31 at 135 Oceana Dr. E, in Brighton Beach from Brighton Nine, LLC, for $830,000 on July 2.

Mr. Topchishvili is the founder, president and CEO of Global Advertising Strategies, a New York-based marketing and advertising company. He has more than 20 years of leadership experience building global brands and guiding international companies.

He has authored several publications on marketing, technical systems development and market development strategies.

He earned a master's degree in solid state physics and completed a doctorate program in physical chemistry.

135 Oceana Dr. E., which was built in 2004, stands eight stories.

Sales in Brighton Beach are down 30 percent in 2008 versus 2007. The median sales price, however, is up from $260,000 in 2007 to $290,000 so far this year.
