Harvey Arnett and Sarah Arnett bought condo Unit #5Z at 225 W.E. 83rd St. on the Upper West Side from Karen B. Salzberg for $715,000 on Sept. 2.

There are 304 units in the 23-story building at 225 W.E. 83 St., which is also known as The Bromley. It was constructed in 1985.

Mr. Arnett is an independent energy consultant in New York and has 35 years of experience as a rate engineer. Previously, he served as the deputy director of electric and gas rates at the New York State Public Service Commission.

Salzberg is a second grade teacher at the Chapin School in New York. She graduated from Dartmouth and received a master's in elementary education from Columbia.

According to BlockShopper.com, there were 389 condo sales on the Upper West Side in 2008, with a median sales price of $780,000.
