Congressman Emmanuel Celler lived in this building in 1967. He was the fourth longest serving congressman in history (1923 to 1973). During his 50 years in Congress he was a tireless advocate for eliminating national origin as a basis for immigration restriction. In 1965 U.S. President Lyndon B. Johnson signed into law an act that eliminated national origins as a consideration for immigration. Celler passed away in 1981.
