Congressman owned this house

Congressman, Albert Carter, owned this house in 1937. He was commissioner of public works of Oakland from 1921 to 1925 and instituted the development of the harbor on the east side of San Francisco Bay. Carter was elected to Congress in 1925 and served until 1945. He passed away in 1964.
